Question regarding Mike Gravel's healthcare plan.

What will and what will not be covered under the voucher system? He said it will only cover basic health care needs, so I am wondering what does he define as "basic". Just wondering, couldn't find anything specific on it.

I recently read something regarding Gravel's view on this, but I don't remember where I found it.

 

Basically, the system would be funded with the FairTax.  The government would issue vouchers to individuals to get "basic" care from the insurance company/doctor of their choice.  BUT, it is the insurance company's determination on what is covered under the term "basic".  This way, there is still competition in the market, but everyone has access to their healthcare company and doctor of their choice.

 

I hope this is correct.  Someone please let me know if I am wrong.
